Graffiti/Vandalism
Graffiti Vandalism is a crime. It is defined by the Tacoma Municipal Code (8.120.010), as "the act of intentionally altering, marking, or defacing property."
City of Tacoma Anti-Graffiti Ordinance
To combat the presence of graffiti in Tacoma, the City Council passed Ordinance 26395 (effective December 20, 1999) making graffiti illegal in Tacoma. The ordinance calls out specific enforcement actions for compliance by the property owner or responsible party. No provision is made for graffiti removal assistance. A revised Ordinance 27632 (effective July 7, 2007) declaring graffiti a Public Nuisance.

- Bans the possession of pressurized containers and wide tip markers (4 mm in width or approximately 1/8 inch), by persons less than 18 years of age.
- Makes graffiti vandalism a gross misdemeanor punishable by up to $5,000 in fines, or up to one-year imprisonment or both.
- Graffiti to be removed from public property within 18 days of notice.
- Graffiti to be removed from private property within 18 days of notice of property being determined a potential Graffiti Nuisance Property, requires a civil penalty of $250 per day if not abated within 10 days (court action may also be taken).
- An appeals process through City's Hearing Examiner.
- City may remove graffiti from premises (public or private) with permission of the party responsible for the property.
- City can bill the owner for the cost of removal.
How to Report Graffiti
1. For graffiti in progress, call 9-1-1.
2. To report graffiti as a crime that has already occurred, call the police non-emergency number 253-798-4721 (choose option 1). Take a photo of the graffiti, in case the police need to document the case.
3. To report graffiti as a nuisance, call Tacoma CARES: 253-591-5001 or visit www.cityoftacoma.org/graffiti.
4. To report graffiti on buses and bus shelters: 581-8050

Community Resources for Removing Graffiti
- Donated paint may be obtained at no cost to community groups, low-income individuals and businesses for painting out graffiti. Call Community Service by Youth at 253-798-7986 to arrange a convenient time for pickup. Only neutral colors are available.
- Graffiti paint-over service is offered at no charge to commercial property in and around City of Tacoma Neighborhood Business Districts. Call Community Service by Youth at 253-798-7986 to see if this service is available to you.

How to Prevent Graffiti
By covering graffiti immediately, you rob the vandals of the effort and time it took to create a tag. Here are some other tips to prevent future graffiti:
- Install motion-activated lights to deter potential graffiti vandals.
- Create a "natural barrier" on walls of plants and foliage.
- Protect cement and brick surfaces using a special coating or sealer available for purchase at home improvement stores.
